RRVCA IS CLOSED EFFECTIVE 8/15/25

The Board of Directors of Red River Valley Community Action (RRVCA), a nonprofit organization committed to supporting low-income individuals and families in achieving economic self-sufficiency, has made the difficult decision to close daily operations effective August 15, 2025.

As part of this transition, the majority of staff will be laid off as of that date. This decision follows an extensive internal review and careful consideration of significant financial and operational challenges faced by the organization.

As a Board we are deeply grateful to our dedicated staff, volunteers, donors, and community partners who have supported RRVCA’s mission over the years. The organization has had a meaningful and lasting impact across our service region, and we honor the contributions of everyone who made that possible.

The Board recognizes the impact of this decision on clients, staff, and the broader community, and is committed to maintaining transparency throughout this transition. Additional updates will be provided as further information becomes available.

There are limited services offered in Grand Forks, Nelson, Pembina, and Walsh Counties (Region IV) available through the Community Action Program Region VI.

Supportive Services for Veteran Families (SSVF) Program: Supportive Services for Veteran Families (SSVF) Program is a VA initiative designed to help low-income Veteran families who are homeless or at risk of homelessness. It provides supportive services like case management, healthcare navigation, legal services, financial assistance, employment assistance, and more. The goal is to help Veterans achieve and maintain stable housing. 

Basic SSVF Eligibility: Must be a Veteran who was discharged from the Armed Forces with a discharge other than Dishonorable, have a household income at or below 80% Area Median Income (AMI), and either be homeless or at imminent risk of homelessness.

HOME ARP Program: The HOME-ARP Supportive Services Program focuses on delivering vital assistance to individuals and families experiencing homelessness, those at risk of homelessness, and other priority populations (i.e., Household's fleeing Domestic Violence). This program provides supportive services like case management, financial assistance, rental assistance, and more. The goal is to significantly reduce homelessness and enhance housing stability across North Dakota. CAPND's HOME-ARP Supportive Services program is committed to providing comprehensive support to eligible individuals and families, empowering them to achieve and maintain safe, secure housing. 

Basic HOME-ARP Eligibility: Eligibility criteria is dependent upon the client's current housing situation. HOME-ARP is for civilians (non-Veterans) who are experiencing homelessness or is at-risk of homelessness.
